It converts a solid 3D model into G-code, the layer by layer movement and extrusion instructions a printer follows. That includes wall thickness, infill patterns, support structures, print speed and temperature control.
The mainstream FDM slicers are free and mostly open source, and printer manufacturers often ship customised versions of them. Paid options exist mainly for industrial machines and advanced process control.
STL is the traditional input, 3MF is the modern replacement that also stores settings and colors, and most slicers also read OBJ. Slicers output G-code or a vendor specific variant of it.
